Under general supervision, incumbents independently perform professional duties which may include planning and carrying out a phase of the program/project.  Incumbents are responsible for support of a large and complex program/project by participation in and the development, alteration and implementation of operating policies/procedures; make difficult studies and investigations of the process; evaluate, document, and recommend proper courses of action; and perform related duties as required.


Designs and develops eLearning modules using PowerPoint, Storyline and Lectora


  • Designs engaging and interactive content, assessments and practice activities for eLearning modules which effectively communicate the content to the intended audiences.
  • Writes behaviorally specific learning objectives for eLearning modules.
  • Collaborates with SMEs and curriculum developers to guide curriculum development for eLearning modules.
  • Develops storyboards, writes and produces narration and programs eLearning modules.
  • Collaborates with SMEs and curriculum developers to design case scenarios and skill/knowledge-based exercises which encourage effective transfer-of-learning.
  • Performs quality assurance on eLearning deliverables at all stages of the development process.
  • Collaborates with User Experience (UX) designers to conceptualize graphics, interactions and animations.
  • Designs, develops and performs technical direction for webinars.
  • Uploads/Tests eLearning courses to Academy learning management system (LMS).


Manages project and stakeholder relationships


  • Communicates regularly with project stakeholders on project timelines, status, and reviews.
  • Attends meetings with project stakeholders to perform reviews for draft curriculum, storyboards and alpha and beta versions of programmed eLearning modules.
  • Attends Academy program operational meetings and relevant committee meetings.


Manages learning experience design projects


  • Oversees all aspects of eLearning and blended learning project deliverables.
  • Collaborates with program managers and curriculum developers on establishing project timelines and workflow.




  • Equivalent to a bachelor’s degree in appropriate field related to program/project, or additional experience may be substituted for the required education on a year for year basis.




  • Four years of progressively responsible experience in technical or administrative assignments.



  • Master’s degree in instructional design or education
  • Expert level of expertise in Articulate Storyline
  • Expert level of knowledge of the learning management system
